Mayors Manor is a multiple unit apartment building developed by Mid Central Community Action, Inc. (MCCA) in response to needs that surfaced among the McLean County members of the Central Illinois Continuum of Care, which coordinates programs to assist the homeless population. Mayors Manor was developed as a tax credit project.
Today Mayors Manor provides permanent, supportive housing to formerly homeless, single adults. Our building includes 26 efficiency apartments with kitchenettes and private baths at affordable rates for qualified individuals, as well as supportive services to help residents maintain housing, economic independence and stability. In addition to the apartments, the building includes a community room, laundry facilities, a security system and support staff. Mayors Manor is close to transportation, shopping, library, and various city, county, and township resources. Since opening in 2002, Mayors Manor has been fully occupied except for brief turn-around periods as individual units change over.

- For 15 units, applicants must meet the HUD definition of homeless and disabled
- Mayors Manor is located on the southwest edge of downtown Bloomington.
- Close in proximity to the city bus, pharmacies, various stores, City Hall and Library, the Health Department, Bloomington Township Office, Department of Human Services, and the Law and Justice Center.

- Bed, table set and dresser available on an as-needed basis

- Case manager and staff on-site to assist tenants in sustaining housing
- Employment and recovery support services available to all tenants

- General tenant activities as scheduled by site staff
- Eleven units at below-market rent for income-qualified people;
- 15 units for HUD defined homeless and disabled people.
- The rent for these 15 units is 30% of the tenant’s adjusted gross income.
- This rate is available for a minimum of 5 to 10 years depending on the units available.
History of Mayors Manor
Mayors Manor was developed in response to the need for such housing as determined by the McLean County members of the Central Continuum of Care, which seeks to prevent and address the issues of homelessness. Mayors Manor takes its name from the residents of the original home at 504 W. Washington Street. It was built in 1893 for Mayor and Mrs. James Costello and their family. In 1941 the house became the home of Bloomington’s Mayor Walt Bittner and his wife Irene, where they raised their four children. In 1998, the Bittners’ asked the City, which is a member of the Continuum of Care, to help them find a way to have their former home used to serve a community purpose. Mid Central Community Action, Inc., another Continuum member, was contacted and began the development process.
